Need expert advice on web design?

I need to create an information website with a basket for sale professional services. I researched and found reliable hosting, but then I realized that I must learn a new software package (for NetObjects example) and how to create a website which I do not want do.Next I looked into the website templates and a few that I liked (eg a 'whistle' model), but from what I learned I still need to learn how to use the software to the construction site customize. Given my needs (small biz, single basket, not too canned to research, unable to pay thousands to have a measure), which is the easiest way to create and maintain and adminster a website for small businesses a non-technician? I've been looking at sites like homestead.com who are decent models, but bad reviews. Any constructive advice / experience is greatly appreciated.

Here is a list of 10 reasons I've compiled of companies that either do not think they need a site at all, or have an outdated site that badly needs Update 1 – I am too small a company to have a website. Well, I heard many people who have a website for their single operation man band. Better yet, others have sites for businesses that they started on the side. 2 – We are locally based. At first glance, it sounds like a plausible reason for not having a website. However, it is not. Wonderful things like geographical targeting to increase the visibility of a local company in the region. Bob Nicholson did a good job of explaining how Google uses geographic targeting marketing AdSense in this video: 3 – I have a small site, and it works fine. Your current website may not meet the needs of your company as well as in the past. The site may be outdated and does not display correctly in modern browsers. Also, if you choose to advertise, your site may not be ready search engine. It can also be broken links you have linked in the past. 4 – I would like to have a website, but I heard that it costs too expensive. A new website or refresh an old well began to several hundred dollars for a basic site, depending on how much is involved. You can even get a website template to remain less than that (but not preferred, more about that later).
