Personnel expenses by more than 50% of operating expenses?

Hi, I am a business plan for my small business, and currently My staff costs are more than 50% of total operating expenses. I use the software warned me about this and suggested to check my expenses. But whatever I do I can not fix this problem. Am I missing something? the program I use to make a business plan did not put the cost of inventory in the operating expenses. There's insurance, rent, marketing, depreciation, utilities, payroll taxes, gas. And all that is less personnel costs. In most cases, payroll is a major part, so it should be OK cost of the inventory does not belong to operating expenses, it is "cost of sales" or "cost of goods sold (COGS). Choose another, better business plan software.
