business resume cover letter

Who do I address a business letter to if I do not know who will receive it?
I am sending some cover letters/resumes to small banks/finanical institutions in my hometown. Basically, little satellite offices of Morgan Stanley, Wachovia, etc. Should I address them, dear office manager? Dear human resources (I do not think all of these places have human resources departments)? Dear sir or madam, or what?
